Beatriz from Quicken was just 'shining you on.' She obviously didn't know what was wrong with the program and told you to call Microsoft in order to get rid of you.
As a matter of interest, I have Quicken Deluxe 2017 installed on a Windows 7 Pro computer and .NET Framework 2.0 is not installed on this machine. It's highly unlikely that your newer version of Quicken would need that old version of the .NET Framework.
Although this really is a Quicken problem rather than a Microsoft problem, I'll try to help.
Which edition of Windows do you have, including service pack? Is it 32-bit or 64-bit? If you're not sure, press the Windows Logo key and the 'Pause/Break' key simultaneously.
Assuming that you have some edition of Windows 7, please do the following:
Click Start, type Programs and Features in the Search box, and Press Enter
Type Q in the search box at the top right corner of the window showing the list of installed programs
Is Quicken 2018 installed?
Now click the x to clear the search box and type .NET (don't forget the period at the beginning).
Please list all of the entries you see:
If Quicken 2018 is installed (shows in the list), what happens when you try to open (start) it? If you get an error message, please provide the complete text.
If Quicken 2018 is installed and just won't open, see if it will open in a 'Clean Boot' configuration. Please do the following:
1. Log on to your computer using an account that has 'administrator' privileges (if you're not sure, click Start, type user accounts in the Search box, and press Enter; under your account name you'll see either 'Administrator' or 'Standard user').
2. Follow the directions in 'Step One' here:

If Quicken 2018 opens successfully after the computer restarts, follow the directions in Step Two to determine what is causing the problem. If Quicken 2018 still doesn't open even in this 'clean boot' configuration, go to 'Step Three' to return the computer to a normal configuration and post back with your results so we can see if we can figure out something else that might be causing the problem.
