There are many reasons people may not want to upgrade at a given time. Perhaps their current product works well enough for them. Perhaps they have decided not to upgrade until the end of the service period for the product they bought in the last few years. Perhaps their computer can't run the operating system required for the current version. And so on... the reasons don't specifically matter, except to note that there are reasons users have for deciding they aren't in the market to upgrade.
Now, from time to time, Quicken very rightly should be able to reach out to those customers using older software to tout what's new and improved and encourage them to pay to upgrade. The issue here is that the pop-up announcements come frequently and can't be disabled, even temporarily. If there was a button that said 'Not this month' that would set a cookie not to display the pop-ups until a month later, if wouldn't be so annoying to people. Or if Quicken programmed the pop-ups to appear a couple times, and then not for a few weeks, it wouldn't be so annoying. The issue is the frequency and the relentlessness of the pop-ups: they annoy the heck out of existing customers, and as such, are likely counterproductive to Quicken's sales upgrade efforts -- so both users and Quicken lose. All people are asking for is a change to turn this into a win-win situation, where customers aren't so annoyed that the upgrade notices drive them to look for a competitor's software.
